In a major policy move aimed at fostering economic development and transparency in land administration, Enugu State Governor, Peter Mbah has signed the Land Use Regulation 2025 and Executive Order No. 1, 2025.
The governor in a statement on his X page Friday, said the regulation designated several locations across the state as urban areas, marking a significant milestone in the state’s development agenda.
Under the new Executive Order, the entire Local Government Areas (LGAs) of Enugu East, Enugu North, Enugu South, Udi, Nkanu West, Nkanu East, and Nsukka are now classified as urban areas.
Additionally, specific parts of Aninri, Awgu, Ezeagu, Igbo-Etiti, Igbo Eze North, Igbo Eze South, Isi-Uzo, Oji-River, Udenu, and Uzo-Uwani LGAs have also been designated as urban areas.

Governor Mbah emphasised that the initiative aligns with his administration’s vision to make land transactions in the state transparent, efficient, and free from corruption.
This regulation, he said complements the recently launched Enugu State Geographic Information System (ENGIS), which streamlines applications for land titles and administrative processes.

“With this regulation, there will be no more hidden charges in land transactions. Double allocations and land grabbing are now issues of the past. We have established clear timelines and fees for all land-related applications,” Governor Mbah stated.
He further noted that residents in the newly designated urban areas can now apply for Certificates of Occupancy, thereby strengthening their property rights.
The governor reaffirmed his administration’s commitment to creating an enabling environment for business and economic growth.
He expressed gratitude to his team for their dedication and assured Ndi Enugu of extensive public enlightenment to ensure that all residents understand the new processes.
“Tomorrow is here!” Governor Mbah declared, underscoring the transformative nature of the reforms.
