The Lagos State Government (LASG) has commenced full enforcement actions against all land reclamation projects operating across the state without the mandatory Environmental Impact Assessment (EIA) Approval and Drainage Clearance.
The enforcement follows the expiration of a seven-day ultimatum issued by the state government to developers and individuals involved in unauthorised activities.
The deadline for compliance expired on September 25, 2025, following the publication of notices in The Punch and The Nation newspapers on September 18 and 19.

The disclosure was made known in a statement signed by the Commissioner for the Environment and Water Resources, Tokunbo Wahab, on Wednesday.
“This is to notify the general public, particularly individuals, developers and corporate bodies engaging in unauthorised land reclamation and waterfront encroachment that the grace period of seven days for compliance and cessation of illegal reclamation activities has since expired on 25th September, 2025,” the commissioner stated.
In line with the provisions of the state Environmental Management and Protection Law 2017 and other existing regulations, the state will take immediate action without further notice.
The planned enforcement measures include: the removal of all illegal reclamation structures and fillings lacking the Statutory EIA and Drainage Clearance Certificate, the seizure of all reclamation equipment and materials found on prohibited sites and the prosecution of offenders in accordance with the state’s Environmental and Urban Development Laws.
The commissioner warned the public against purchasing or patronising illegal reclamation operators.
Wahab stressed that the enforcement is critical to protecting the environment, preventing flooding, and ensuring overall public safety within the state.

Wahab urged all project developers and the general public to visit the Ministry of the Environment and Water Resources at Block 16, Lagos State Secretariat, Alausa, to obtain the necessary EIA approval and Drainage Clearance documentation.
