The Federal Ministry of Health and Social Welfare on Wednesday signed a strategic Memorandum of Understanding (MoU) aimed at boosting Nigeria’s local pharmaceutical manufacturing capacity and enhancing industrial cooperation with Brazil.
The MoU was signed between the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC), EMS Brazil, and Oaks Medical Limited.

The ceremony was presided over by the Coordinating Minister of Health and Social Welfare.
This operational partnership is a direct result of high-level diplomatic engagements between Nigerian President Bola Tinubu and Brazilian President Luiz Inácio Lula da Silva during President Tinubu’s recent visit to Brazil.
Both leaders previously stressed the importance of expanding collaboration in pharmaceutical development, vaccine production, and broader industrial growth.
The agreement is expected to significantly enhance Nigeria’s capacity for the local production of essential medicines and vaccines.
It will also reduce the country’s dependency on imports and strengthen its overall health security.
The partnership will utilise the Nigeria Health Sector Renewal Investment Initiative (NHSRII) as a framework to systematically unlock bottlenecks in the healthcare value chain.
The initiative’s key focus areas are technology transfer, capacity building, and the scaling up of local manufacturing.
The ultimate goal of this policy engagement, through the PVAC platform, is to position Nigeria as a regional hub for pharmaceutical production and accelerate vaccine and pharmaceutical self-reliance.
The collaboration is also designed to create long-term technical and industrial linkages between the two nations, promoting knowledge sharing, skills development, and investment in local infrastructure.

The government believed that by engaging public and private sector actors, the initiative would foster sustainable industrial growth, generate new economic opportunities and employment, and ensure reforms translate into practical benefits for citizens.
