    Lagos emerges as Nigeria’s leading hub for ease of doing business, reform excellence

    Lagos State has solidified its position as Nigeria’s most competitive business environment, clinching two prestigious titles at the Presidential Enabling Business Council (PEBEC) 2025 Awards: “Best Subnational for Ease of Doing Business” and “Best State Reform Champion” in Nigeria.

    The honours were announced during a ceremony held recently at the Banquet Hall, Presidential Villa, Abuja, where Lagos was recognised for achieving a top-tier performance score of 85.6%.

    The state’s top-ranking performance was driven by significant reforms across several critical sectors. 

    The PEBEC assessment highlighted the state’s advancements in land administration and taxation, digital processes and trade logistics, as well as investor support services.

    According to the 2025 Subnational Ease of Doing Business (EoDB) Report, the evaluation was rigorous, employing 16 indicators and 36 sub-metrics. 

    These benchmarks covered a wide range of business-critical areas, including infrastructure, focusing on electricity reliability and digital connectivity; human capital, emphasising the availability of skilled labour; legal and regulatory aspects, such as commercial justice delivery and taxation; and enterprise support, including MSME assistance and investor services.

    Receiving the awards on behalf of Governor Babajide Sanwo-Olu, the Commissioner for Commerce, Cooperatives, Trade and Investment, Folashade Bada Ambrose, emphasised that the 2025 report offers a data-driven blueprint for shaping Nigeria’s business climate. 

    She noted that the new benchmarking layers allow states to effectively track progress and identify reform gaps.

    Ambrose commended the leadership of Sanwo-Olu and Deputy Governor Obafemi Hamzat, alongside the entire Ease of Doing Business (EODB) Team. 

    She credited their combined efforts for sustaining Lagos as a premier and investment-friendly destination in Africa.

    The PEBEC 2025 awards reflect a growing national focus on data-driven benchmarking and transparency, with Lagos setting the standard for subnational competitiveness in the region.
