The National Assembly Joint Committee on Livestock Development has raised concerns over the proposed N11.8 billion budget allocation for the newly created Federal Ministry of Livestock Development, describing it as insufficient for the ministry’s successful launch.

The Federal Government allocated N10 billion for capital expenditure and N1.8 billion for operational costs in the ministry’s 2025 budget.

During the budget defence session on Tuesday, Minister Idi Maiha, along with senior officials and agency heads, outlined the ministry’s financial needs to the joint committee.

Maiha explained that the ministry, which was separated from the Ministry of Agriculture and Food Security, began operations three months ago.

However, it faces several challenges, including the absence of office space, essential equipment, and operational facilities.

At present, the ministry is temporarily operating from the Office of the Secretary to the Government of the Federation, while negotiations are underway with the Federal Capital Territory administration to secure permanent office accommodations.

Despite the budget limitations, Maiha emphasised that the allocated funds would provide a foundation for the ministry’s development. 

He outlined the ministry’s primary goals: addressing the impacts of climate change, creating economic opportunities within the livestock sector, and engaging youth and women in sustainable activities.

Maiha added that capital projects would be distributed across the geopolitical zones based on specific needs, to attract both local and international investments. 

The ministry also plans to launch a nationwide sensitization campaign through national and local media to promote its objectives and initiatives.

In response, the joint committee urged the minister to present a supplementary budget that would better reflect the ministry’s financial needs.

Wale Raji, Chairman of the House Committee on Livestock Development, questioned the level of support from the Presidential Implementation Committee for the ministry’s establishment, calling for a more robust budget that aligns with the expectations of the Nigerian people.

Musa Mustapha, Chairman of the Senate Committee, reassured the ministry of the committee’s support in helping it meet its mandate.
