A 30-year-old prison officer has been charged with misconduct in public office following allegations of engaging in sexual acts with an inmate at HMP Wandsworth, south London. The incident, reportedly captured on a body-worn camera, has raised concerns about systemic vulnerabilities within the UK’s prison system.
Linda De Sousa Abreu, of Fulham, south-west London, appeared at Uxbridge Magistrates’ Court on Monday for a preliminary hearing. The court was informed that the alleged misconduct took place between June 26 and 28. Prosecutors allege that, during her tenure as a public officer, Ms. De Sousa Abreu “wilfully and without reasonable excuse or justification” engaged in a sexual act with a prisoner, breaching the public’s trust in her position.
The allegations came to light after a video, allegedly filmed inside a prison cell, was shared on social media. Police launched an investigation on Friday, leading to Ms. De Sousa Abreu’s arrest later that day. She was formally charged on Saturday.
During the court hearing, Niamh McDonagh, prosecuting, requested that Ms. De Sousa Abreu’s Portuguese passport remain in police custody, preventing her from applying for international travel documents. Magistrate Julie Cook granted conditional bail, barring Ms. De Sousa Abreu from entering UK travel ports and imposing an electronically monitored curfew.
“This matter is indictable only and must be heard at the Crown Court,” Magistrate Cook stated. Ms. De Sousa Abreu, described by her lawyer as a “young mother” and “a person of good character,” is set to appear at Isleworth Crown Court on July 29 for plea and trial preparations.
This case is the latest in a series of incidents involving inappropriate relationships between prison officers and inmates, highlighting systemic challenges in the UK’s prison system. Between October 2022 and October 2023, at least 31 female prison staff were dismissed for engaging in illicit relationships with inmates. Notable cases include a prison supervisor who became pregnant by an inmate and another officer who had an inmate’s cell number tattooed on her thigh.
Experts point to several systemic issues contributing to such misconduct. Many prison officers, some as young as 18, receive just six weeks of training, leaving them ill-prepared to navigate the complexities of prison dynamics. Former prison governor Professor Ian Acheson has described young, undertrained officers as vulnerable to manipulation by inmates.
Chronic overcrowding in UK prisons has exacerbated the strain on resources and oversight. Justice Secretary Shabana Mahmood recently warned of a potential “total collapse” of the prison system, suggesting early release for over 5,000 inmates to ease pressure. Corruption within the system, including the smuggling of contraband by staff, has further undermined prison integrity. A culture of leniency toward these issues has allowed them to persist.
The allegations against Ms. De Sousa Abreu have reignited calls for reform in the prison system. Critics argue that the incidents of misconduct reflect deeper systemic failings, including insufficient staff training, poor working conditions, and lax oversight.
