Forty-eight hours after presenting the N1.188 trillion 2025 Appropriation Bill to the State House of Assembly, Governor Siminalayi Fubara of Rivers State has signed it into law.
Announcing the signing on his Facebook page today, the governor described the budget, titled ‘Budget of Inclusive Growth & Development,’ as a strategic plan for a prosperous year ahead.
He emphasised that the budget focuses on key sectors such as education, healthcare, agriculture, and infrastructure, setting the foundation for growth and development.

He wrote, “Today, I signed into law the 2025 Rivers State Appropriation Bill. Tagged “Budget of Inclusive Growth & Development”, the bill is estimated at N1.1 trillion. I deeply appreciate the Rivers State House of Assembly for their diligence and my executives for their unwavering commitment to service.
“Together, we are setting the pace for a prosperous year ahead, focusing on education, healthcare, agriculture, and infrastructure. Let me, on this note, thank everyone and once again wish you a happy and prosperous New Year ahead as we continue the journey of making Rivers State great again.”

Governor Fubara, in 2024, presented the budget to the three-member Rivers Assembly led by Victor Oko-Jumbo.
The governor’s signing of the 2025 budget mirrored the events of the previous year, where he presented the N800 billion 2024 budget to a four-member assembly and assented to it within 24 hours.
