Governor Babagana Zulum of Borno State has signed the state’s 2025 budget, valued at N615.86 billion, into law.
The brief signing ceremony took place on Monday at the Council Chamber of the Government House in Maiduguri.
Dubbed the “Budget of Recovery and Continuity,” the appropriation bill emphasises completing ongoing projects and fulfilling campaign promises made in 2023.

Zulum had initially presented a budget estimate of N584.76 billion to the State House of Assembly on December 9, 2024. After thorough deliberations, the House increased the figure by N31 billion before passing it on December 24, 2024.
Speaking at the signing ceremony, Zulum expressed his commitment to completing all projects tied to his election pledges.

The governor also called on heads of Ministries, Departments, and Agencies (MDAs), as well as members of the state executive council, to adhere strictly to the budget’s provisions when seeking approvals for projects.
He lauded the State House of Assembly for its expeditious review and passage of the budget.
He said his administration’s achievements in developmental strides would not have been possible without the support and cooperation of the legislature.
In his response, Speaker Abdulkarim Lawan commended Zulum for his dedication and impactful projects across Borno State over the last six years.
He noted that the upward adjustment to the budget was necessary to include critical, people-oriented initiatives proposed by MDAs.
