Nasir El-Rufai, the former governor of Kaduna State, has filed a formal complaint with the Police Service Commission (PSC) against the Kaduna State Police Command.
In his petition, he alleges that officers have engaged in unprofessional conduct and violated the Police Act.
El-Rufai emphasised that the PSC must be aware of such actions to uphold accountability within the police force and maintain public trust.

He stated that citizens must support the police while also ensuring the commission can enforce discipline and ethical behaviour.
According to El-Rufai, notifying the PSC about the “egregious conduct” of a few officers who serve personal interests is crucial to preventing the police’s image from being tarnished and public confidence from being undermined.
The petition follows a similar one he sent to the Inspector-General of Police, Kayode Egbetokun concerning “unlawful acts” he claims have been carried out by police officers since Rabiu Muhammad took over as the Kaduna Police Commissioner on December 30, 2024.
El-Rufai is urging the PSC to launch an “immediate, impartial, and exhaustive” investigation.
The PSC petition was filed shortly after the Kaduna Police Command issued a summons for El-Rufai and other leaders of the African Democratic Congress (ADC).
They were asked to appear before the police over allegations of criminal conspiracy, incitement of public disturbance, and mischief.
The summons, signed by Deputy Commissioner of Police Zubairu Abdullahi, also listed other party members and requested them to clarify the allegations.
However, some ADC members claim they were never officially served the summons and only learned about it through social media.
The police invitation is connected to an August 30 incident where thugs reportedly attacked the inauguration of a transition committee formed by a coalition of opposition parties.
The coalition, which includes a faction of the All Progressives Congress (APC) along with the Peoples Democratic Party (PDP), Social Democratic Party (SDP), New Nigeria Peoples Party (NNPP), Labour Party (LP), and the ADC, was holding its event when individuals armed with clubs, cutlasses, and stones injured participants and vandalized property.
The Kaduna State Police Command, however, placed the blame on El-Rufai, accusing him of failing to notify security agencies about the event despite receiving prior warnings.
Police spokesperson DSP Mansir Hassan stated that this omission was considered a breach of public order.
In response, the ADC has accused the Federal Government of using law enforcement to intimidate the opposition.

The party’s spokesman, Bolaji Abdullahi, alleged that the police summons for El-Rufai and an attack on the convoy of former Attorney-General Abubakar Malami are part of a “coordinated effort to stifle opposition politics” in states where the ADC’s influence is growing.
El-Rufai has also recently made separate accusations against the government, claiming it is “empowering bandits” by paying them allowances and providing them with food.
