Edo State Governor, Monday Okpebholo, has taken a firm and uncompromising stance against cultism with the passage and signing of the Secret Cult and Similar Activities (Prohibition) Law, 2025.
In a statement issued on Thursday by his Chief Press Secretary, Fred Itua, the governor emphasised that this move underscores his administration’s commitment to restoring peace, security, and order in Edo State.
He stated that cultism has held communities hostage for too long. He noted that what was once confined to academic institutions has escalated into a dangerous social menace, threatening lives, disrupting businesses, and undermining the state’s progress.
The governor explained that after studying the devastating impact of cult-related violence, his administration took urgent and necessary steps to enact a law that imposes stiffer penalties on anyone involved in, sponsoring, or facilitating cult activities.

According to him, the new law prescribes 21 years imprisonment for individuals who financially or materially sponsor cultism. It also provides for 10 years of imprisonment and property demolition for those who harbour cultists or allow their property to be used for cult-related activities.
Additionally, the law stipulates 21 years imprisonment for cultists involved in assault, injury, or property destruction.
It further imposes the death penalty for those responsible for killings in furtherance of cult activities.

Okpebholo stressed that these measures are not intended to intimidate law-abiding citizens but rather to serve as a strong deterrent to those who threaten the peace and security of Edo State.
“This law is not just about punishment—it is about protecting lives and securing the future of Edo State. Cult activities have robbed many young people of their potential, turning them into instruments of violence rather than contributors to society.
“With this legislation, Edo people are taking Edo State back from the hands of criminals and ensuring that families, businesses, and communities can thrive without fear”, he noted.

He stated that the demolition and confiscation of properties linked to cult activities are deliberate measures to ensure that crime does not pay.
He further emphasised that those who aid and abet cultism will no longer find refuge in Edo State, declaring that the government is sending a clear message: “Edo State is for law-abiding citizens, not for criminals.”
According to him, the success of the law depends not only on enforcement but also on public cooperation.
He urged all residents to report cult-related activities to law enforcement agencies and to discourage youth involvement in cultism by promoting positive alternatives such as education, skills acquisition, and legitimate career paths.
He also called on citizens to support the government’s efforts to make the state safe and prosperous for all.
The governor reaffirmed Edo State’s commitment to justice and fairness in enforcing the law.
“While the Government will deal decisively with criminal elements, we also recognize the need for rehabilitation and social reintegration for those willing to renounce cultism. As part of Governor Okpebholo’s broader security strategy, the Government will continue to invest in youth empowerment programs, education, and employment opportunities to provide alternatives for young people at risk of being lured into cultism.

“This is a historic moment in the fight against crime and insecurity in Edo State. His Excellency, Governor Monday Okpebholo, and the Edo State House of Assembly have demonstrated strong leadership in taking this decisive action. Now, it is up to all of us—Government agencies, security operatives, community leaders, parents, and citizens—to work together to ensure the full implementation of this new law.
Edo State is moving forward, and we will not allow the forces of darkness to hold us back. Let this serve as a warning: cultism will no longer be tolerated in Edo State. The law is here, and it will be enforced. Together, we will build a safer, stronger, and more prosperous Edo State”, he said.
