The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has announced the completion of the pre-qualification stage of the 2025 oil and gas licensing round, marking a significant milestone in the country’s efforts to attract new investments into its upstream petroleum sector.
The Head of Media and Strategic Communications Eniola Akinkuoto on Tuesday in a signed statement disclosed that as of 16 March all successful applicants were formally notified.
Akinkuoto further revealed that successful applicants can proceed to lease data in preparation for the technical and commercial bid submissions.
According to the statement, only pre-qualified applicants will be allowed to access subsurface data required to prepare their bids.
The commission has mandated that these applicants lease data only from approved sources and upload evidence of payment as a prerequisite to submitting bids.
However, the move is aimed at ensuring transparency and standardization in the bid process.
The 2025 oil and gas licensing round, launched in December 2025, offers 50 oil and gas blocks across several sedimentary basins, including the Niger Delta, Anambra Basin, Bida Basin, Benue Trough, and Chad Basin.
The exercise is expected to attract new investments into the country’s upstream petroleum sector, with the goal of increasing hydrocarbon reserves, ramping up production, and accelerating gas development.
The submission window for pre-qualification applications closed on February 27, 2026, and companies that passed the stage will now proceed to submit technical and commercial bids, which will be evaluated before the final award of oil blocks.
