Rivers State Governor Siminalayi Fubara yesterday commissioned the Permanent Secretaries’ Quarters in Elimgbu, Obio/Akpor Local Government Area, describing the high-end residential estate as a necessary incentive for effective service delivery.
During the ceremony, Fubara stated that the provision of housing and other basic amenities for top civil servants is a deliberate strategy to improve their economic standing and safeguard institutional integrity.
“Providing these homes will encourage Civil Servants to avoid cutting corners, improve productivity, and contribute to the development of Rivers State and Nigeria at large,” the governor said.

The project was commissioned by the Head of the Civil Service of the Federation, Didi Walson-Jack, who attended at the Governor’s invitation.
She lauded the initiative as a “people-centred project” that reinforces the dignity and motivation of the public service workforce.
Walson-Jack noted that the estate represents a commitment to the senior public servants responsible for coordinating government policies, ensuring they can work in an environment that supports high-level service delivery.
The Permanent Secretary of the Ministry of Works, Austin Ezekiel-Hart, provided a detailed breakdown of the new facility. It includes 29 housing units, comprising nine standalone duplexes and 20 terrace buildings.
The complex also features modern utilities, such as a dedicated water treatment plant and synchronised power generators.
For security and safety, the facility is equipped with comprehensive CCTV surveillance and alarm systems. Residents can also enjoy lifestyle amenities, including a gym and a recreational area for relaxation.
The Head of the Rivers State Civil Service, Knyingi Brown, expressed gratitude to the governor for the swift completion of the project, assuring him of the workforce’s continued support for government policies.
In a notable political intervention, the National Secretary of the All Progressives Congress (APC), Ajibola Bashiru, commended Fubara for aligning with the President’s vision.
