The Ministry of Defence has marked the end of physical file-carrying with the launch of the Enterprise Content Management System (ECMS).
This transition to a fully digital workflow is designed to modernise national security administration and enhance bureaucratic speed.
Speaking at the “Go-Live” project launch at the Ministry’s Ship House headquarters in Abuja, the Honourable Minister of Defence, Christopher Musa, declared that the era of manual documentation has been replaced by a new age of digital efficiency.

Musa emphasised that the ECMS is more than just a software application; it represents a strategic transformation in how Nigeria conducts its security business.
He noted that while technology provides the tools, the ultimate driver of this transition is the dedication of the Ministry’s staff.
“The era of physical file carrying is ending and the era of digital efficiency has begun”, the minister stated, urging personnel to embrace the new system with an open mind.
The minister highlighted that this reform aligns with President Bola Tinubu’s “Renewed Hope Agenda,” which identifies digital transformation as a critical pillar of national growth and development.
He emphasised that the civil service, as the engine room of government, must be modernised to meet global standards.
The launch positions the ministry as a frontrunner in meeting the federal government’s directive for a paperless civil service.
The Head of the Civil Service of the Federation, Esther Walson-Jack, previously set a strict deadline of December 31, 2025, for all ministries, departments, and agencies (MDAs) to fully digitalise their work processes.
The Electronic Correspondence Management System (ECMS) offers several key benefits, including secured digital records through encrypted and centralised document management.

It also enables automated workflows, allowing for faster movement of files and seamless electronic approvals. In addition, the system integrates with the 1Government Cloud, ensuring interoperability across different government agencies.
Overall, ECMS supports timely decision-making by eliminating delays associated with the physical movement of sensitive files.
The minister acknowledged the technical expertise of Galaxy Backbone, which provided the “digital veins” for the transition, and commended the Ministry’s ICT team for their tireless work.
Walson-Jack, in her remarks, noted that for a ministry responsible for national sovereignty and oversight of the Armed Forces, effective and secure record management is not just a benefit but an essential requirement.
She praised the ministry’s leadership for their foresight and resolve in advancing Pillar 5 of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) 2021-2025.
