Borno State Governor, Babagana Zulum, has inaugurated two newly constructed secondary schools and flagged off a landmark High Islamic College project in the southern part of the state.
The projects, located in Fikiyel and Balbaya within the Bayo Local Government Area, are part of a broader strategy to bridge the gap between traditional and formal education while integrating technology into every classroom across Borno.
The highlight of the Tuesday visit was the groundbreaking for a new High Islamic College in Fikiyel.

This institution is designed to bring out-of-school children, particularly Almajirai, into a structured, modern learning environment.
The college will utilise a hybrid curriculum approved by the National Board for Arabic and Islamic Studies (NBAIS), which blends deepening religious and Arabic studies, intensive literacy, numeracy, digital skills and practical skills to ensure graduates are employable.
“We are targeting the enrollment of out-of-school children into this school so that we shall streamline the non-formal educational system (Sangaya System) into the formal educational system,” Zulum stated during the ceremony.
Moving beyond physical infrastructure, Zulum issued a sweeping directive to the State Ministry of Education: the complete digitalisation of all public secondary schools in Borno.
The mandate includes the deployment of e-learning platforms for students and teachers, the integration of smart classroom technologies and digital tools, and the transition from traditional methods to interactive, technology-enabled learning.
The Commissioner for Education, Lawan Wakilbe, noted that similar High Islamic Colleges have already been established in 20 out of the 27 Local Government Areas, marking a significant milestone in the state’s 25-year development plan.

The two newly opened schools, GSS Fikiyel and GSS Balbaya, boast modern facilities designed to support a holistic learning experience: 20 Modern Classrooms per school, fully-equipped Laboratories for science and research, and libraries and Sporting Facilities for physical and mental development.
Zulum was accompanied by a high-powered delegation, including Ali Ndume, members of the House of Representatives, and several state commissioners, highlighting the administration’s unified focus on Southern Borno’s development.
