CBN threatens fines over cash scarcity at ATMs, urges financial sector compliance

CBN Governor, Olayemi Cardoso, announced that penalties would be imposed on erring banks and other financial players during his address at the annual Bankers’ Dinner organised by the Chartered Institute of Bankers of Nigeria on Friday. The CBN has acknowledged the challenges and stated that it is taking measures to address the issue. “We also recognise the ongoing challenges with cash availability at ATMs, which disproportionately affect ordinary Nigerians,” Cardoso remarked, underscoring the importance of resolving the situation promptly. In response, the CBN has launched spot checks across deposit money banks to monitor their performance and ensure adequate cash availability. Cardoso stressed that any institutions found lacking in service delivery would face penalties. “Effective December 1, 2024, customers are encouraged to report any difficulties with withdrawing cash from bank branches or ATMs directly to the CBN through designated phone numbers and email addresses for their respective states,” Cardoso stated. This move aims to ensure that customers have a direct channel to report issues, holding banks accountable for any failure to provide sufficient cash services. In addition to addressing the cash shortages, the CBN has called for greater compliance with regulations governing mobile money operators and POS (Point of Sale) agents. Ex-CEO arraigned for role in $65 million diversion

Gimba Ya’u, the former Chief Executive Officer of the Federal Mortgage Bank of Nigeria (FMBN), has been arraigned by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) for his alleged involvement in the diversion of $65 million. Ya’u, who is also an in-law to former President Muhammadu Buhari, appeared in court alongside Bola Ogunsola, a former director at FMBN, and Tarry Rufus, the managing director of T-Brend Fortunes Nigeria Limited. The trio faced charges before Justice James Omotosho of the Federal High Court in Abuja on Tuesday, November 26, 2024. The funds in question were earmarked for the construction of 962 housing units at the Goodluck Jonathan Legacy City, located in Kubwa, Abuja. However, reports suggest that the $65 million meant for this project was allegedly misappropriated, leaving the housing initiative incomplete. The ICPC filed a five-count charge against the defendants, marked FHC/ABJ/CR/333/24, accusing them of breaching the provisions of the Public Enterprises Regulatory Commission Act as well as the Money Laundering (Prevention and Prohibition) Act, 2022. Specifically, the allegations centre around Ya’u’s approval of a payment of N3.78 billion to Good Earth Power Nigeria Limited, a contractor which reportedly lacked the capacity to complete the housing project. As a result, the project remains unfinished, leading to significant financial losses for the bank. In addition, the ICPC accused the defendants of mishandling a N14 billion loan that was obtained from Ecobank Nigeria PLC in 2012 to finance the project. It is worth noting that Gimba Ya’u, the central figure in the case, is the son-in-law of former President Muhammadu Buhari, as he married Buhari’s daughter, Fatima, in 2016 in a ceremony held in Daura, the president’s hometown. The Federal High Court in Abuja has set the next hearing for February 6, 2025. Police arrest 5 trans-border gunrunners, recovers arms

The police spokesperson, Olumuyiwa Adejobi, made this known on Friday via his X page, acknowledging the NPF’s unwavering commitment to ensuring a conducive environment for all citizens of Nigeria. Adejobi elaborated that the security team is working tirelessly to prevent and combat all forms of crime and criminality. Announcing the apprehension by the operatives of the FID-IRT, the alleged five suspects include Adamu Noma, Matthew Audu, Andrew Poyi, Aminu Sani, and Aminu Talha, all males. He said, during the search operation, 10 locally fabricated Ak-47 rifles, 5 Isreali Ak-47 rifles, 1 revolver pistol, 1 pump action rifle, 20 rounds of Ak-47 ammunition, and 1 welding machine used for the fabrication of arms were recovered. Adejobi stated that these achievements showcase the result of good leadership skills to decimate and subdue criminal activities and insecurity in general in the country. Kayode Egbetokun, the Inspector-General of Police, IGP, has issued a fresh order to his team, especially the tactical units, to flush out illegal arms and ammunition with the aim to neutralise local manufacturers of arms. Adejobi stated, “The Inspector-General of Police, IGP Kayode Egbetokun, has re-echoed his directive to operatives of the Force, particularly, tactical units, to mop up every illegal arms and ammunition, and see to the total dismantling of local manufacturers of illicit arms and ammunition and dangerous weapons by all means.”
